THE Federal Government has released a State by State breakdown of another tranche of Paris Club refund of over-deductions on Paris Club, London Club Loans and Multilateral debts on the accounts of States and Local Governments from 1995-2002.

A statement from the federal ministry of finance said these payments which totalled N243, 795,465,195.20 “were made to the 36 states and the Federal Capital Territory upon the approval of the President on May 4, 2017.”



Akwa-Ibom, Bayelsa, Delta, Kano and Rivers states received the largest disbursements of N10 billion each.

This second tranche of Paris Club refunds is a “partial settlement of long-standing claims by State Governments relating to over-deductions from their Federation Account Allocation Committee (FAAC) allocation for external debt service arising between 1995 and 2002.”

The statement added that Minister of Finance, Mrs. Kemi Adeosun explained that these debt service deductions were in respect of the Paris Club, London Club and Multilateral debts of the federal and State governments.

The Adamawa State Government says it has saved more than N800 million from three road contracts awarded by the Murtala Nyako administration between 2013 and 2014.
The state Commissioner for Works, Mrs Lilian Stephen, made this known on Wednesday while briefing newsmen after the State Executive Council meeting at Government House, Yola.
Nyako governed the state from 2007 to 2014.
Stephen said that the funds were saved following the re-variation of the contract by the state government.
According to her, the Aliyu Mustapha Way, which was earlier awarded at the cost of N2.6 billion, was reviewed downward to N2.2 billion, saving N444 million.
She added that the Malamre road contract, awarded at the cost of N1 billion was reviewed to N960 million, saving the sum of N40 million.
The commissioner further said that government saved N345 million on Army barracks/Mayo Inne to Mayo Belwa road project, bringing the total recovered funds to N829 million.
Stephen said that the savings were achieved due to the prudent and transparent nature of the present administration, adding that all the contracts had reached their completion stages.
“It is very uncommon that contracts are reviewed downward, especially in the present economic situation where dollar exchange rate has gone higher.
“Gov. Mohammed Bindow’s administration is practical and this is just on three contracts.
“ want to assure you that the administration will continue to comply with due process on the award of contracts as prudence is the watchword of Gov. Mohammed Bindow’s administration,’’ Stephen said.
Also speaking, Alhaji Umar Daware, the Commissioner for Commerce, said that the council had proposed the establishment of Adamawa Investment and Promotion Agency (AIPA).
Daware said that the proposal was to stimulate investment as well as create employment opportunities in the state.
He added that the council had nominated the Ministries of Commerce, Justice and Finance to develop the blueprint for the take-off of the agency.
Meanwhile, Dr Loius Hamanda, the newly sworn in Head of Service, said that he would engender a result-based state civil service.
Hamanda said that the civil service must be given a new orientation which is in line with the `change mantra’ of Bindow’s administration.
He assured the governor of loyalty and fairness in carrying out his duties. (NAN)

The Speaker of the House of Representatives, Mr. Yakubu Dogara, on Monday raised the alarm over the deployment of military personnel in over 28 states in the country.

Dogara said the development was an indication that Nigeria was already in a state of emergency in peacetime.

The Speaker expressed shock over the growing trend of soldiers taking over civil and security duties constitutionally reserved for the Nigeria Police.

According to him, in peacetime, soldiers are merely to complement the police and other civil authorities.

He expressed surprise that they were visible in almost all parts of the country doing the work of the police.

Dogara spoke in Abuja at a “Capacity/Interactive Needs Assessment Workshop of Security Sector Related Committees in the House of Representatives.”

It was organised in collaboration with Policy and Legal Advocacy Centre.

He cited Section 217 of the 1999 Constitution (as amended), which Dogara said defined the duties of the Armed Forces, contrary to what they were seen doing these days in many states of the federation.

Dogara stated, “It is worrisome that Nigeria is effectively permanently in a state of emergency as the Armed Forces are deployed in more than 28 states of the federation in peacetime.

“The Armed Forces have virtually taken over routine police work in Nigeria. They are no longer acting in aid of civil authorities but have become the civil authorities.

“Section 217 of the constitution spells out the duties and responsibilities of the Armed Forces of Nigeria, which include defending Nigeria from external aggression; maintaining Nigeria’s territorial integrity; and securing our borders from violation from land, sea or air; suppressing insurrection and acting in aid of civil authorities to restore order when called upon to do so by the President.”

He also spoke on the funds appropriated for security operations annually by the National Assembly, saying that the legislature must ensure the judicious application of the money.

“Related to the constitutional powers of the National Assembly to appropriate funds and thereby allocate funds for security, is the power to ensure that such monies or funds appropriated are used in a transparent and accountable manner and for the purpose for which they have been given.

“The National Assembly’s powers of legislative oversight cannot therefore be over-emphasised,” he told the session.

On the rising security concerns in the country, Dogara pledged the readiness of the House to provide legislative support to the executive to confront the problem.

The Speaker added, “This past experience which saw a powerful military exercise absolute control and authority over the machinery of government has translated to the current challenge of getting these institutions to subject themselves to legislative scrutiny.

“The often seen consequence of this is inadequate and inefficient delivery of security to citizens, as well as lack of accountability and transparency as they relate to security expenditure.

“The House has consequently, recently amended the Public Procurement Act to make the Armed Forces more accountable in procurement matters.”

A Nigerian senator has owned up to a scandalous video that showed him dressing up in the presence of two women in a room, presumably after sex.

But Bukar Ibrahim, representing Yobe East Senatorial District, told PREMIUM TIMES in his first interview since the scandal broke that he had not committed any official wrongdoing and the video was only made public after attempts to blackmail him failed.

“This is a personal, private matter. What does my having been with a girl have to do with the public?
“You know the normal thing: people ask for unreasonable things, and if you deny them, they try to blackmail you if they have a way,” 


Mr. Ibrahim, a former governor of Yobe State, said Monday afternoon.
Sahara Reporters published the video on the Internet Sunday, and it quickly caught online frenzy.
The footage, roughly two minutes long, showed Mr. Ibrahim reaching for his underwear, apparently after emerging from the shower.

In the room, one of the two women in the video held a device that was capturing the activities; while the other strolled about. But none of them was stripped like Mr. Ibrahim.
Mr. Ibrahim said he couldn’t remember where or when sexual activities took place, but the room appeared like a typical motel accommodation.
The senator said he owed no one an explanation since he was not accused of any crime.

“If they say I raped, that’s a different matter altogether,” Mr. Ibrahim said. “Is it because I am a public official then I am not supposed to be entitled to private life?”


The senator said he knew when one of the women was filming him, but was told it was only for fun and they also wanted to illuminate the room with a camera.

“They just mentioned it to me as a joke and I took it as nothing really serious,” he said. “This is something that happened between two adults.”

Mr. Ibrahim, who signed a controversial Sharia law while in office as governor, nonetheless, said he will investigate the matter.

“I have commenced investigations to find out why it is circulating,” the senator said. “But from all indications, it is a blackmail.”

The latest scandal underscores growing cases of indiscretion amongst Nigerian lawmakers.
It comes barely a year after a former U.S. Ambassador to Nigeria accused three members of the House of Representatives of sexual misconduct.

James Entwistle, who left Nigeria last August, said in a petition to Speaker Yakubu Dogara that the lawmakers solicited sex from prostitutes and hotel workers during a leadership training assignment in Ohio, midwestern United States.

In his petition, which was published by New Telegraph in Lagos, Mr. Entwistle said he had evidence to nail Mohammed Galolo, Samuel Ikon and Mark Gbillah of the sexual offences.

But the lawmakers denied the allegations and added their voice to the growing calls for a thorough investigation at the time

The House later cleared the trio following an internal investigation by its Ethics and Privileges Committee. Mr. Entwistle declined an invitation to testify before the committee.

Samuel Anyawu, Chairman of Senate Ethics Committee, told PREMIUM TIMES he had not been fully briefed on the viral video of Mr. Ibrahim, but said he would wait until the entire Senate gives him instruction on how to proceed.

“I am not fully aware of what transpired,” Mr. Anyawu, representing Imo East Senatorial District, said Monday. “I will wait for the Senate to give direction on how to proceed, if at all.”

A Lagos-based lawyer, Liborous Oshoma, said the latest scandal further corroborates longstanding public perception of Nigerian politics and politicians.
“In Nigeria, the more honourable or distinguished you become, the less honourable or distinguished your behaviour becomes,” Mr. Oshoma said in an apparent mockery of House members and Senators who prefer to be addressed as ‘honourables’ and ‘distinguished’, respectively.

“This is what our politics and politicians have been associated with for decades —female politicians drinking and attending late night events with male politicians who cannot do without sleeping with women that are not their wives,” Mr. Oshoma said.

“So, if one is coming to the public light right now, it just goes to buttress what everyone has always known.”
Mr. Oshoma said Nigerians would expect no serious outcome from the Senate, even if the body conducts an investigation into the latest scandal.

“We have enough issues on our hands to begin to discuss a Senator with illicit affairs,” Mr. Oshoma said. “Let the Senators deal with the issues surrounding our ailing president and take Nigeria out of the current crisis.”

An app that can control mobile data consumption per applications on your smartphone has been introduced by Google The app is called Triangle, and it's currently available only for the Philippines. Though, it is said to be under test.

The development of this app allegedly targets the prepaid subscribers in the country, who usually subscribed to capped data plans. Though those that purchases unlimited data plans from the mobile carriers would also benefit from the usage of the app because the unlimited plans are often throttled after subscribers exceeds the daily threshold.

Before setting the service, users are expected to submit their phone number to Google. After the user submits his/her number, it will be verified. Then, they get a reward of free mobile data after verification.

Upon completion of the process, the user will be met with a screen displaying the amount of data left (balance) and what rewards have been earned.

Triangle as wll displays a breakdown of data each applications used. Moreover, a feature that monitors and predicts the amount of data needed by the user. 

The app also has a dedicated tab for tracking and claiming rewards (data). This tab, displays the amount of rewarded data earned by the user that day and the type of apps to be installed in order to get more rewards.

Google offers an additional data rewards for using Google, whether via the Google app or through the Google Chrome.

Presently, Google Triangle is only available and applicable in the Philippines. Nevertheless, sideloading into any Android device is possible but some key features on the app, such as the data rewards, will not work outside the Philippines.

No definite information from Google to ascertain the launching of this app in other markets.

It is the time of year with lots of rainfall and unfortunately with rain comes , automobile accidents. According to the Nigeria Automotive Council (NAC) one quarter of all road accidents (or 1.5 million per year) are weather-related, with the majority occurring on wet pavement and/or in the rain.

Wet driving conditions can be hazardous for a number of reasons. Roads that are wet from the rain build up a film of water and grease that make it more difficult for tires to gain traction. Additionally, driver visibility decreases greatly in rainy conditions.

While most of us cannot avoid driving in the rain altogether, we can take extra precautions to be vigilant and practice the best road safety when we do.

Below is a selection of expert tips for avoiding accidents while driving in the rain:

15. Demist your front and back windscreens . 

This may seem like a simple tip but you must ensure you have the best vision possible when driving in the wet.

14. Do not use your high beam headlights. 
While it is important to use low beam headlights in the wet, high beam headlights are likely to reflect back on you, reducing visibility.

Driving through water. Generally, if the water is deeper than the bottom of your doors or the bottom third of your wheels, it is inadvisable to attempt driving through it. Use extreme caution, slow right down, it is important to watch the flow of the water and how fast it is going. The first thing you should do is remain calm, ease your foot off the accelerator and carefully steer in the direction you want the front of the car to go. This is called “steering into the skid” and will bring the back end of your car in line with the front. For cars without anti-lock brakes, avoid using your brakes. If your car has ABS brakes, brake firmly as you “steer into the skid”.

Make sure you replace old, brittle windshield wipers, since they make already-challenging rainy weather visibility much worse. Check your breaks and tires regularly. Keep windshield clean and use your windshield defroster to keep the inside of your windows moisture-free.

9. Be aware of the most dangerous driving conditions. 
The road is the slickest at the beginning of a rainstorm that follows a long dry spell. This is because the residual oil and rubber-dust that has accumulated on the roads will mix with the water to form a very slick, skid-producing mixture. This slippery residue is especially prominent in intersections and other places where cars must idle for periods of time. If possible, avoid driving in the early part of rainstorms that follow dry periods, and if you must drive, exercise extra caution.

8. Do not use cruise control. 
If your car hydroplanes, the cruise control could actually cause your car to accelerate, which would be particularly dangerous.

7. Use your headlights, but not your high beams. 
Be sure to turn your headlights on, even in the lightest of rains. Headlights will help you be more visible to other drivers, as well as improve your own visibility. Do NOT, however, turn on your high beams. Doing so causes the light to bounce off of particles of water in the air, and will create a blinding effect to other drivers.

6. Be wary of water collected on the road. 
Never drive through moving water that you cannot see the ground beneath since doing so could cause your car could become swept off the road. Better yet, avoid large puddles altogether; driving into deep water or splashing water up under your car can cause considerable damage to your vehicle.

5. Tap your breaks lightly after crossing through a puddle. 
This will help dry out some of the water on your rotors.

4. Use the center lanes. 
Water tends to collect on the side of the roads, so drive as closely to the center of the road as you can without crossing over the yellow lines or being a hazard to cars around you.

But for high-level scheming during the National Party of Nigeria, NPN, nominating convention in 1978, Yusuf Maitama Sule who died on Monday would have picked the party’s princely ticket ahead of close opponent, Shehu Shagari.
 
Though the two frontline candidates served in the cabinet of Nigeria’s first Prime Minister, Tafawa Balewa, some two decades earlier, Mr. Sule was seen as more urbane, outgoing and better connected than his major opponent. Those qualities earned Mr. Sule support and distaste in equal measure.
 
While he wooed delegates with his oratorical skills and flamboyance, he was mistrusted by power brokers who viewed him as too independent and unwilling to be controlled.
 
However, as was later recounted by Dahiru Yahaya, a professor of history who was NPN secretary in Kano State, Mr. Sule’s charge at the ticket was truncated by a conspiracy, with his own kinsmen from Kano at the centre of it.
 
When it was apparent that the politician may pick the nomination ahead of Mr. Shagari at the re-run primaries, politicians, some very close to him, were mobilised overnight to launch a door-to-door sophisticated de-campaigning exercise.
 
“Those politicians moved round delegates’ rooms. They would give some money to each delegate and say; ‘Maitama appreciates your support but he said you should vote for Shagari tomorrow,” Mr. Yahaya recollected.
 
The next day, Mr. Shagari emerged victorious and went on to win the general election to become Nigeria’s first executive president in 1979.
 
In what was seen as a move to take the flamboyant politician out of the political cycle, Mr. Sule was appointed ambassador by Mr. Shagari and posted to the United Nations.
 
While at the UN, he chaired the United Nations Standing Committee Against Apartheid then ravaging South Africa.
 
A servant’s son liberated by education
 
Mr. Sule had risen from humble beginnings to attain national reckoning as one of the longest serving ministers in the truncated first republic and a favourite of the prime minister, Mr. Balewa.
 
The two shared a striking history. While Mr. Balewa’s father was a servant of Madaki of Bauchi, Mr. Sule’s father served the then powerful Kano kingmaker, Madaki Mahmudu.
 
It was after his master’s father that Mr. Sule’s father named his only son, born in 1929, Yusuf.
 
Mr. Sule often made references to his family background and described education as what placed him shoulder high with the emir, instead of serving him.
 
Under benevolent guidance of his father’s master, Madaki Mahmudu, young Sule was enrolled at Shahuci Elementary School in 1937. He subsequently attended Kano Middle School and Kaduna College (now Barewa College).
 
Mr. Sule taught at his alma mater, Kano Middle School and played significant roles in social mobilisation, touring villages with then Emir Muhammadu Sanusi throughout the emirate, on health, literacy and tax campaigns.
 
The emir would later turban him as Dan Masanin Kano, in acknowledgment of Mr. Sule’s knowledge, wisdom and roles in public campaigns. True to his title, Mr. Sule remained a repository of Kano and Nigeria’s history as well as acclaimed public speaker with sharp wit.
 
PIONEER OIL MINISTER
 
Mr. Sule, who became minister of mines and power in 1954 at the age of 29, signed deals and contracts with Shell for oil prospecting and exploration in Nigeria.
 
He saw to the establishment of the Nigeria oil company and nominated Nigerian businessmen on the Nigeria/Shell joint board. Among Mr. Sule’s nominees were Louis Ojukwu, a prominent businessman and father of late Biafran leader Emeka Ojukwu, as well as Aliko Dangote’s maternal grandfather, Sanusi Dantata.
 
For his fondness of the late politician, Mr. Balewa nominated young Sule to stand-in for him in a ball dance with visiting Queen Elizabeth. The young man had already started his rehearsals when the then powerful Finance Minister, Festus Okotie-Eboh, opposed the idea as disrespectful of the queen.
 
Mr. Sule relished telling this story and had his picture in bowtie bought for the purpose to show for it.
 
The octogenarian, also known by his traditional title, Danmasanin Kano, died in the early hours of Monday while on admission at a private hospital in Cairo, Egypt.
 
He was flown to the Egyptian hospital on Saturday after doctors at Kano’s Nasarawa Hospital diagnosed him of pneumonia and chest infection.
 
Mr. Sule’s corpse is expected to back in the country by 2 p.m. on Tuesday for burial at 4:30 p.m. at the Kano Emir’s Palace.
